Tens of thousands of Texans with disabilities depend on the financial safety net provided by four main Home and Community-Based Services (HCBS) waivers – HCS, TxHmL, CLASS, and DBMD. Significant changes to these waivers are coming in 2023 including more options for housing, but also the end-of-day habilitation.
