Show Notes

Washingtons Office of Independent Investigations, launched in 2021, aims to handle police deadly force cases with civilian investigators. Despite initial plans for six regions with thirty-six investigators, the office is only now gearing up for its second region in Pierce County. The director, Roger Rogoff, believes they need three to four times more investigators to do the job right. The shift to civilian investigators is welcomed by families and advocates, especially after high-profile cases that sparked distrust in police self-investigations. Rogoff, a former prosecutor and judge, is proud of the nine investigations started and four finished using top crime scene practices and trauma-sensitive interviews. Despite pushback from some police agencies and rollout delays, Rogoff believes theyre proving civilians can deliver credible homicide probes, setting a national model as more regions come online when funding allows.
