Washington State Expands Office of Independent Investigation: New Law Broadens Scope, Appoints Interim Director

The Washington State legislature has passed a bill, House Bill 2508, to expand the Office of Independent Investigation (OII). This expansion allows the OII to review cases beyond just deadly force incidents, including those where someone dies later from an officers actions or cases with new evidence, even from before the bills passage. The OII, established in 2021, currently operates in Southwest Washington and will expand to Pierce County in 2026. The agency, with a budget of $14 million annually and $29 million over two years, is handling cases from thirteen counties. The former director, Roger Rogoff, stepped down in February, and Governor Bob Ferguson appointed Jane Nesbitt as interim director until 2028. Rogoff emphasized the need for more investigators and training to cover all 39 counties in the state.
