Derek Scissors says he “doesn’t see” how the U.S. and China can reach a full trade deal. He argues that the trade deficit won’t drop and is “very confident” the Chinese economy won’t “reform” the way President Trump is angling for. He thinks we’ll be in the same situation next year. He’s in favor of “strategic decoupling,” but is wary about what’s next.
