China has officially entered a new era of demographic governance with the unveiling of the draft Childcare Services Law. While only about 8% of children under three are currently enrolled in formal childcare, the central government is now positioning it not as a private luxury but as a "basic public service." The draft introduces a mandatory national qualification system and comprehensive background checks.
