The World Anti-Doping Agencys executive committee is considering a new rule to ban athletes from countries that withhold funding, following the U.S.s $7.3 million holdback over the last two years. The rule, set for review in September, wont affect the World Cup or upcoming Olympics but could impact future events. The U.S. has lost its seat on the committee after pushing against the proposal last year.
