La misma establecía un régimen semiparlamentario al crear el cargo de Primer Ministro, designado por el Presidente, y mantenía la división de poderes en: el Ejecutivo, el Legislativo (con los dos cuerpos colegisladores: Senado y Cámara de Representantes) y el Judicial.
