The industry anticipates maintaining some testing and voluntarily improving practices due to corporate responsibility and competitive pressures. Public scrutiny, stemming from past actions, remains a significant factor influencing industry behavior. While easily visible pollution is addressed, disagreements arise over microscopic and olfactory issues. Ultimately, even without regulations, public opinion would likely deter environmentally irresponsible practices.
