The abuse allegedly started soon after they took legal custody of the girl around age thirteen and continued until this year. Forand also physically harmed the girl until next year. The victim, who moved out in February, expressed fear for her safety, leading to quick action from authorities. Pelrine was put on leave, and both investigations continue. The couple is due in court on March 27th.
