Charles MacDonald Porter, a 56-year-old man with a history of public indecency, was arrested on March 18th near Woodburn, Oregon. He was charged with felony public indecency after a driver reported him exposing himself while viewing explicit content on his phone. Porters past convictions in Washington and Texas led to the felony charge. He posted bail and is scheduled for another hearing on March 26th.
