The new rule, which replaces the Obama administration's 2015 definition, narrows the scope of the bodies of water that get federal protections. Plus, Bernard McNamee, one of the 3 FERC commissioners announces he won't be looking for a second term, threatening the agency's ability to vote on key issues.
