Some jobs can be done from home. Others, like refueling a nuclear power plant, can’t. And some small towns that house these energy facilities are having to make a tough choice: to risk spreading the virus, or to shut down the plant, potentially during months of high energy demand. POLITICO’s Eric Wolff explains the tension.
