A serial scammer has been preying on unsuspecting victims near Oaklands Lake Merritt, swindling at least fourteen people out of forty-two thousand dollars over the past seven months. The con artist approaches friendly walkers, asking to borrow their phones for seemingly innocent tasks like taking a photo or checking music apps. However, he secretly opens Venmo and transfers cash from the victims accounts.
