Part of the reason that messaging works is that there are actually a lot of Latinos in Ohio. My White racist cousin works at a warehouse where there was an ICE raid on the job. That type of stuff happens all the time because our borders are militarized, ice is allowed to be active because Ohio is within the 100 miles (or whatever the number in) from A border, Canadian Border.
