Bernard Harcourt, “Exposed: Desire and Disobedience in the Digital Age” (Harvard UP, 2015)
The landscape described in Bernard Harcourt‘s new book is a dystopia saturated by pleasure. We do not live in a drab Orwellian world, he writes. We live in a beautiful, colorful, stimulating, digital world a rich, bright world full of passion and jouissance–and by means of which we reveal ourselves and make ourselves virtually transparent to surveillance. Exposed: Desire and Disobedience in the Digital Age (Harvard University Press, 2015) guides us through our new digital age, one that makes it so easy for others to monitor, profile, and shape our every desire. We are building what he calls the expository society a platform for unprecedented levels of exhibition, watching, and influence that is reconfiguring our political relations and reshaping our notions of what it means to be an individual. Other actors from advertisers to government agencies can compile huge amounts of information about who we are and what we do. Whether they use it to recommend other products to buy or track our movements, Harcourt argues that the influence and interests of other actors is often hidden from us. Despite leaks of classified materials about the extent of this surveillance, public outrage is limited and mild. The scale of data collection and tracking is not a national let alone a global scandal. According to Exposed, are appetites are too well satisfied and our attentions too distracted. Harcourt prods us to practice digital disobedience, lest we will remain in a digital mesh that will only continue to restrict our privacy and anonymity underneath its beautiful, shiny suit. How is youth culture changing in a globalised city? In Urban Multiculture: Youth, Politics and Transformations in a Global City Malcolm James, a lecturer at the University of Sussex, introduces the concept of Urban Multiculture as a framework for understanding his ethnographic research in East London. The book considers memory, territory and cultural practice, thinking through how the politics of class and race, alongside the lived experience of young people in the area, are being reconfigured by technology. This reconfiguration takes place in the context of global flows of people and culture, in a contested and transforming East London. The book demonstrates the importance of ethnographic research, both to how we understand and do politics, and to how we understand the contemporary city. It will be of interested to any scholar of urban studies, as well as those working on youth, race and class. “A good organizer is a social arsonist who goes around setting people on fire.” This axiom encapsulates both the approach and dedication exhibited by Fred Ross during the five decades he spent organizing impoverished and disenfranchised communities throughout the country. In America’s Social Arsonist: Fred Ross and Grassroots Organizing in the Twentieth Century (University of California Press, 2016), Gabriel Thompson provides the first biography of Ross, one of the most influential, albeit virtually unknown, activists and organizers in American history. Radicalized by his experiences working with impoverished Dust Bowl migrants during the Great Depression and interned Japanese Americans during World War II, Ross developed an insatiable desire to stand up for those “kept out” of mainstream society. He spent the majority of his career building Latino political power across the state of California aiding in the establishment of the Community Services Organization (CSO) and the United Farm Workers Union (UFW), two of the most progressive Mexican American organizations of the post-war and Civil Rights eras. Harnessing a distrust for established institutional structures and middle-class do-gooders, Ross sought to empower communities by developing community leadership from the bottom-up. Above all, Ross believed in the power of ordinary people working together to make democracy work for them. Preferring to work behind the scenes, Ross indelibly shaped the trajectory of American history as his philosophy and tactics continue to be used by community organizations, labor unions, and political campaigns to the present day. In No Such Thing as a Free Gift: The Gates Foundation and the Price of Philanthropy (Verso Books, 2015), Linsey McGoey proposes a new way of discussing philanthropy and, in doing so, revives associated historical debates often overlooked at present: from the ethics of clinical trials to industrial labor organizing in the early 20th century to global financial regulation. Tracing theological and industrial origins, among others, of what is now the field of philanthropy, Dr. McGoey asks how these institutions fit into the larger global economy. More broadly, McGoey suggests that capitalism has become the bedrock of many philanthropic social change efforts, reflected in the terms philanthrocapitalism, impact investment, and social enterprise among others. What, then, are the most appropriate questions to ask about regulation, morality, well-being, accountability, and profitability? No Such Thing As A Free Gift starts by examining the industry in the language of monopolies, investments, regulation, taxes, and democratic participation. Political philosophy and economic justice bookend several of the book’s core arguments, aiming to revisit earlier debates on the relationship between private wealth and the public good, often insisting that these questions are not only relevant to the current philanthropic landscape, but dictate it. While the Bill and Melinda Gates Foundation is the unapologetic focus of the book, its chapters frame an important set of questions about the role of transnational, largely undemocratic institutions, in local and global policy-making. Peter K. Enns is the author of Incarceration Nation: How the United States Became the Most Punitive Democracy in the World (Cambridge University Press, 2016). Enns is Associate Professor in the Department of Government and Executive Director of the Roper Center for Public Opinion Research at Cornell University. The rise of mass incarceration in the United States is one of the most critical outcomes of the last half-century. Incarceration Nation combines close analysis of Barry Goldwater and Richard Nixon’s presidential campaigns with 60 years of data analysis. In contrast to conventional wisdom, Enns shows that over this time period, politicians responded to an increasingly punitive public by pushing policy in a more punitive direction. The book also shows that media coverage of rising crime rates fueled the public’s attitudes. Mark Schuller‘s book Humanitarian Aftershocks in Haiti (Rutgers University Press, 2016) takes readers into the temporary camps in Port au Prince and offers a searing critique of the NGOs and aid organizations that organized relief efforts. Despite good intentions, the assumptions and practices of many of those organizations all too frequently resulted in the separation of families, sexual violence, and a continuation of racist hierarchies. And yet Schuller finds some success stories amidst the continuing tragedy. Despite its power and considerable resources, Jacobs and King claim that the Fed was asleep at the wheel when the recent economic crisis hit. The Fed acted swiftly to contain the crisis, but in the process exposed its strong favoritism. The authors dissect how the Fed’s programs during the Great Recession funneled enormous sums to a select few in the finance industry while leaving Main Street businesses adrift and millions of homeowners underwater. Urban zoos are both popular and imperiled. They are sites of contestation, but what are those contests about? In his new book, American Zoo: A Sociological Safari(Princeton, 2015), ethnographer David Grazian tracks the competing missions of zoos as site of education, entertainment, philanthropy, and work. Grazian coins the term nature making to describe the process through which people assert and police an imagined division between nature and culture. On his sociological safari as a dung-shoveling, insect-eating volunteer at two urban zoos, Grazian observes how a range of stakeholders including visitors, employees, and corporate donors all participate in nature-making. Yet these groups make nature in different, patterned ways, which spawns everyday controversies as well as broader struggles to manage zoos rival missions. These contradictions shape what people learn in zoos (no evolution, please), how they imagine distant people and places (often crudely), and how species, both human and nonhuman, interact in zoos and in the wider world. American Zoo affirms the importance of urban ethnography for studies of organizations, science, and culture. Plus, in an age of irony, the book is constructive not only critical. Jefferson Cowie is the James G. Stahlman professor of history at Vanderbilt University. His book The Great Exception: The New Deal and the Limits of American Politics (Princeton University Press, 2016) interprets the New Deal as a massive but unstable experiment from the main of American political culture. Against arguments that the New Deal was the product of the American penchant for reform, Cowie asserts that it was a remarkable historical detour. The Great Depression and WWII were specific historical circumstances that wrought a short-lived effort for central government intervention in securing collective economic rights. Unions flourished, industrial workers gained job security and good wages, and the country enjoyed a relative amount of political cohesion. Multiple legislative measures and the growth of unions offered a countervailing power against corporate wealth accumulation and promised a bright economic future. Several enduring fissures in political culture would all but undo the New Deal after the 1970s. The long tensions over immigration, religious and racial hostility, the frailty of unions, and the ideology of Jeffersonian individualism remained and assured that the new interventionist role for the state would not last. By examining the birth of New Deal and its decline, Cowie locates a legacy of individual rights that stood against its long-term viability. As the central government has continued to expand under free market ideology, collective initiatives are being led at the local and state level by a cross-class neo-progressivism organizing labor and advocating for immigrants and other minorities. While the New Deal gave way to free market ideology, the future may lie in a new imaginary rising from below. Wendell Potter and Nick Penniman are the authors of Nation on the Take: How Big Money Corrupts Our Democracy (Bloomsbury, 2016). Potter is a former health insurance executive, is the author of Deadly Spin, and is a regular contributor for the Huffington Post and HealthInsurance.org. Penniman is the executive director of Issue One. In Nation on the Take, Potter and Penniman catalogue the enormous amount of money spent on politics in the U.S. Over $6 billion spent on the 2012 election and over $3 billion spent annually on lobbying. From lobbying to campaign contributions, they argue that big money has corrupted the countrys democratic institutions altering everything from health care to food to banking. But Potter and Penniman arent cynics, they suggest that numerous legislative and legal fixes could greatly change the direction the country is headed. All of us are familiar with multiple-choice tests. They may be the one thing that you can find in kindergarten classrooms, college courses, and workplace training programs. But why are they so common? Multiple-choice tests may be the simplest and easiest way to see if someone knows something — or at least that someone probably knows something. No one would contend that this form of assessment moves beyond the lowest levels of Bloom’s Taxonomy — remembering and understanding. Of course, we want students — and employees — who can do more than that. What kinds of assessments can measure whether someone can apply, analyze, evaluate, or create something? How would teachers prepare students for those evaluations? How would schools promote those practices? Each year the NCAA collects $700 million for television rights to the men’s college basketball tournament, under the terms of a 14-year, $10.8 billion contract with CBS and Turner Broadcasting. The two networks, in turn, bring in just over a billion dollars each year in advertising revenue. And it’s estimated that over nine billion dollars changes hands in bets every year, as some 40 million Americans fill out their brackets to predict the outcome of all 67 games in the three-week tournament. And this is “amateur” sports. In his new book Changing the Playbook: How Power, Profit, and Politics Transformed College Sports (University of Illinois Press, 2015), historian Howard Chudacoff describes the key turning points that led to today’s big-money world of college sports. Focusing on the decades since World War II, Howard shows how college football, rather than basketball, led to the unchecked power of coaches, athletic directors, and wealthy boosters that we see today. He also explains the NCAA’s rise to authority over college sports, a place now sealed by its control of the March Madness billions. There are plenty of screeds out there against the money and corruption in college sports. But as a historian of sport and a former university representative to the NCAA, Howard offers a different take – a well-researched and illuminating history that is both critical of school administrators and the NCAA but also appreciative of athletics at American universities. The 160-Character Solution: How Text Messaging and Other Behavioral Strategies Can Improve Education (Johns Hopkins University Press, 2015) urges educators to meet teens on their must-have device. Author Benjamin Castleman of the University of Virginia shows how text messaging combined with insights from behavioral science―more specifically the fields of behavioral economics and social psychology―can be leveraged to help students complete assignments, perform to their full potential on tests, and choose schools and colleges where they are well positioned for success. In his own research, Castleman has studied how to use personalized text messages to reduce “summer melt,” in which up to 40 percent of high school graduates who have been accepted to college, mostly from underserved communities, fail to show up for the fall semester. Behavioral strategies extend beyond texting and even beyond smartphone technology. By focusing on behavioral changes, Castleman demonstrates that small tweaks in how we ask questions, design applications, and tailor reminders can lead to better decision making and have remarkable impacts on student and school success. Everyone hates being underestimated. We want to feel included without others showing us condescension. At the same time, no one wants to be overestimated. We want to feel challenged without others overwhelming us. We recognize that children can be frustrated or disengaged, but we often fail to see that their feelings and behaviors are caused by the same things that stir up these feelings in adults — flawed assumptions about their abilities and interests. What if kids are more capable cognitively than we think? What if we demand too much of them pragmatically? Nowadays, we simultaneously adultify children and infantalize them, depending on the situation. But what if we have those situations backwards? Geoffrey Baker, “El Sistema: Orchestrating Venezuela’s Youth” (Oxford UP, 2014)
El Sistema, the massive Venezuelan youth orchestra program, has been hailed in some quarters as the next big idea in music education (if not as the savior of classical music itself). Any who have found the press coverage of El Sistema suspiciously rosy, however, will find quite another account in Geoffrey Baker‘s engrossing and at times sharply critical book, El Sistema: Orchestrating Venezuela’s Youth (Oxford University Press, 2014). Baker takes an ethnographic approach to El Sistema, investigating the daily lives and experiences of students and teachers, while simultaneously drawing on recent research in music pedagogy to subject the structure and history of the program to an ideological critique. El Sistema describes itself as an organization devoted to the “pedagogical, occupational, and ethical rescue” of children through orchestral music, dedicated to protecting and healing the most vulnerable ranks of Venezuelan society. To this, Baker raises troubling questions. Is it really the case that the average student in El Sistema comes from a precarious economic background? Supposing that musical training can foster social development, is the symphony orchestra, with its rigid hierarchies of command, really the best way to train model citizens? And in the long run, can Venezuela — or indeed, any country — provide long term employment for such a large cohort of professionally trained musicians? The experience of the African American middle class has been an important area of research in the USA. However, the British experience has, by comparison, not been subject to the same amount of attention, particularly with regard to the middle class experience of education. Dr. Nicola Rollock, Deputy Director, Centre for Research in Race & Education and Senior Lecturer at the University of Birmingham’s School of Education, along with her co-authors, explores this under researched area in The Colour of Class: The Educational Strategies of the Black Middle Classes (Routledge, 2014). Drawing on Critical Race Theory, the idea of intersectionality, and Bourdieu, the book depicts the strategies associated with choosing schools, the narratives of families’ educational experiences, along with the legacy of racism within the British education system. The book is an important intervention into recent debates around educational attainment, charting the changing strategies, and changing perceptions, held by this section of middle class society. Ultimately despite so much attention given to other sociological categories, such as class or gender, when thinking about education race remains vitally important. There is no shortage of talk about our public schools being broken. Some critics say we need to embrace a reform agenda that includes more standardized testing and a longer school day for students and performance pay and an end to tenure for teachers. Others respond that the effects of these measures are overstated or counterproductive and that the most sensible place to start is to dramatically increase funding for public schools in their current form. Whatever their positions or priorities, both sides in this debate are likely making the same key assumption — public schools are the best way to promote socio-economic mobility. This means that they still envision a lot of the same things, like an adult teaching a large group of children, who are approximately the same age, content that someone else has decided is important for them to learn. What if they instead accepted that other social programs would be a more effective means of achieving equity in our society? What if they believed that public education was a worthwhile endeavor, but that its true power was in its ability to facilitate creativity, critical thinking, civic participation, and self-direction? That would result in a much richer discussion with ideas that look completely different from the schools we recognize today. Back to the Breast: Natural Motherhood and Breastfeeding in America (University of Chicago Press, 2015) looks at the lives and work of scientists, nurses, medical researchers, lay groups, doctors, and mothers to understand the shifting meanings of breastfeeding since the 1930s. Early chapters that explore the construction of a modern ideology of “natural motherhood” in the “psy-ences” and beyond, and look carefully at the medical profession’s interest in breastfeeding in the early-mid twentieth century. The next chapters consider the roles that women played – as mothers and nurses – in the survival of the practice through the midcentury, and consider the rise of lay organizations like La Leche League. The last chapters of the book follow the development and rise of breast pump technology and the “professionalization of breastfeeding expertise,” and consider how the events chronicled in the book continue to shape mothers’ experiences with breastfeeding, suggesting ways for addressing the “ongoing tensions surrounding” arguments that mothers should go “back to the breast.” It is a wonderfully readable and carefully researched study that I highly recommend! It seems obvious that children need to be loved, that having a loving home and upbringing is essential to a child’s emotional and cognitive development. It is also obvious that, under typical circumstances at least, for every child there are adults who should love them. It is perhaps not surprising, then, that many national and international charters and declarations specifically ascribe to children a right to be loved. But the idea that children have a right to be loved seems philosophically suspicious. Questions arise almost instantly: Could there be right to be loved? Could children hold such a right? To whom does the correlate duty to love a child fall? What would such a duty require? One might also begin to wonder: What are the implications of such a right for family, parenting, child-rearing, and adoption? In The Right to be Loved (Oxford University Press, 2015), S. Matthew Liao works carefully and systematically through all of these questions in providing a compelling defense of the idea that children indeed have a right to be loved. Daniel Geary is the Mark Pigott Associate Professor in U.S. History at Trinity College Dublin. His book Beyond Civil Rights: The Moynihan Report and Its Legacy (University of Pennsylvania Press, 2015) is a detail and illuminating analysis of the reception of Patrick Moynihan’s 1965 report The Negro Family: The Case for National Action. Geary argues that the report was neither a conservative or a liberal document but rather a conflicted one whose internal contradictions reflected the breakup of the liberal consensus and its legacy. The ambiguities of the report allowed multiple interpretations, from both the left and the right, and marked the emergence of neoconservatism. Conservatives used the report to rally against the liberal welfare state and promote African Americans self-help. Liberals saw in the document the need to go beyond legal equality to aggressive economic intervention through training programs, job creation and the family wage. The extensive and long debate over the report involved the issues of family structure, the source of “social pathology” and the “culture of poverty.” African American civil rights leader split over the report. The Black Power representatives attacked its white sociological perspective that failed to take into account how black people saw the situation. Black feminists protested the portrayal of black women as domineering matriarchs and the male breadwinner model. By the time of the Nixon administration, fatigue over the debates had Moynihan arguing for “benign neglect” rather than national action, believing in an unfolding of progress evident in the black middle-classes. After fifty years, the reverberation from the Moynihan report continues as Americans wrestle with the relationship between race and economic inequality and the unfinished business of social equality that moves beyond civil rights. One obvious question is sociological: What are the implications of marriage equality for the longstanding social institution of marriage? But there are philosophical questions as well. What is the purpose of marriage? What are the goods that marriage helps individuals realize? Once marriage is no longer understood to be restricted to heterosexual couples, must we then question whether it should be restricted to couples? Why not recognize plural marital arrangements? Why should there be a civil institution of marriage at all? In Just Married: Same-Sex Couples, Monogamy, and the Future of Marriage (Princeton University Press, 2015), Stephen Macedo explores a range of philosophical, moral, and legal issues pertaining to marriage. He argues that, as a matter of justice, marriage rights must be extended to same-sex couples. But he also argues that marriage as an institution should be restricted to monogamous couples. Along the way, Macedo engages with opponents across the political spectrum, from Natural Law theorists who contend that marriage is intrinsically a heterosexual relation to contemporary feminist philosophers who argue for expanding marriage to encompass plural networks of care. AirBnB has dramatically altered the landscape for the hotel, tourism, and real estate sectors. Uber and Lyft have done the same to transportation. But, how come we haven't seen the same in American higher education? Ryan Craig, Managing Director of University Ventures, engages that question in his new book, entitled College Disrupted: The Great Unbundling of Higher Education (Palgrave McMillan, 2015). The author is critical of the current higher educational system in the US, which he says focuses too much on the "four Rs": Rankings, Research, Real Estate, and Rah! (college sports) rather than on teaching and learning. For this reason, students graduate (or don't) without the skills needed to actually get a job. In the book, Craig suggests that universities should unbundle the various services they offer and allow students to choose things that they need or want. He compares this unbundling to the current trend in cable providers, as many people are leaving behind the mammoth packages with 300 channels and instead pairing down their wants to more specific options, especially via the web. We haven't really seen this in higher education, yet, but this book shows that the current system could be moving in that direction. Though the conventional history of the U.S.-led “War on Drugs” locates the origins of this conflict in a reaction to the domestic culture of excess of the 1960s, a new book argues that international drug control efforts are actually decades older, and much more imbricated with the history of U.S. access to international markets, than we have previously thought. Suzanna Reiss’s We Sell Drugs: The Alchemy of US Empire (University of California Press, 2014) uncovers this history by tracing the transnational geography and political economy of coca commodities–stretching from Peru and Bolivia into the United States, and back again. The book examines how economic controls put in place during WWII transformed the power of the U.S. pharmaceutical industry in Latin America and beyond, and gave rise to new definitions of legality and illegality–definitions that were largely premised on who grew, manufactured, distributed, and consumed drugs, and not on the qualities of the drugs themselves.
