The ancient Ironborn traditions of salt kings and rock kings, and of the high kings appointed by the kingsmoot all date back to the era of the Grey King, when mariners from across the Sunset Sea merged with local First Men to create the Ironborn people. That's why there's nothing like the Kingsmoot anywhere else in Westeros, and why salt and rock kings divide power between land and sea.
