Three years ago, Oregonians approved Ballot Measure 110, which decriminalized possessing small amounts of all drugs, including cocaine, heroin, and methamphetamine. As a result Oregon experienced a sharp rise in overdose deaths and a high percentage of adults with a substance-use disorder.
