The transport watchdog wants regulation of all recreational boats and skippers in the wake of its probe into a fatal boat capsizing.

In October 2021, the boat capsized on Auckland's Manukau Harbour bar, killing three of the four people on board.

The report recommends the Ministry of Transport consider compulsory licensing and education of skippers.

Chief Commissioner Jane Meares says that could look similar to the car licensing process.
