Once upon a time the film Lord of War was made about the international arms dealer Viktor Bout. They had to tone it down in order to make it more believable. Bout, a possibly, maybe GRU operative became the premier arms smuggler for anyone in the world who needed it, contributing to the deaths of untold millions and fueling wars that continue to rage to this day.
