States are losing billions in unpaid taxes annually, yet most dont even monitor the extent of this tax gap. A new Pew Charitable Trusts report reveals this discrepancy, which arises from unfiled returns, underreported income, and late payments. Only eight states with income taxes have attempted to estimate their gaps since 1992. As state finances face short-term deficits and long-term spending-revenue mismatches, closing these gaps could provide much-needed relief without significant tax overhauls. However, states must first acknowledge and measure the problem to address it effectively.
