A city employee in Lawrence, Kansas, who fatally shot a man at City Hall in January will not face criminal charges. The man, Omar Dominguez Gavilan, entered the building early in the morning, became agitated, and confronted a municipal court security officer. After refusing to stop and shoving the officer, Gavilan chased him down a hallway, pinning him in a corner while trying to grab his service weapon. The officer fired three shots, two hitting Gavilan, who collapsed after continuing the struggle. Gavilan had schizophrenia and was heading to Mexico to visit his grandmother.
