Rather than use the available provisions of the North Carolina law to seek release of the videos that show the last minutes of Edward Brown, Jr's life, the Pasquotank County Sheriff's Office decides instead to show only 20 seconds of one (of 7) videos of the fatal shooting. This is opposite of law enforcement transparency.
