Retired CIA agent and whistleblower Kevin Shipp suggested that the mysterious drones flying over New York and New Jersey might be searching for radiation as part of a “ covert CIA plausible deniability program” to find a suitcase-sized nuclear weapon that went missing during the fall of the Soviet Union.
