How Congress Governs the Federal Reserve

This week marked the first time the press spotlight was on Jerome Powell, the new Chairman of the Federal Reserve. It was just a few weeks ago that Powell succeeded Janet Yellen, and as expected, the Fed just announced another quarter-point increase in short term interest rates, a sign that the economy continues to grow. It’s probably safe to say that the average person thinks the Federal Reserve is this big stone building in D.C. that does its own thing, if people are thinking about the central bank at all! But the truth of the matter is that not a lot comes out of the Fed without running things by another big stone building, the one that houses the Senate and House of Representatives. To help pull back the curtain a bit on the complicated relationship between the Fed and Congress, we are joined by my childhood friend and Fed expert, Mark Spindel, who along with Sarah Binder, recently published: The Myth of Independence: How Congress Governs the Federal Reserve. The pages trace the Fed’s transformation from its roots as a weak, secretive, and decentralized institution in 1913 to a remarkably transparent central bank a century later. Tax Season Identity Theft

Tax season is like the Super Bowl for identity thieves and that means that you need to be on high alert for scams. Here’s some that you need to guard against: IRS Phone ScamWhere someone pretending to be from the IRS contacts a consumer stating they owe back taxes and threatens them with jail time if they don't pay. These fraudsters prey on fear and many consumers give in, paying a bogus fee through prepaid card, wiring money or even an iTunes card. Golden rule - the IRS never calls, emails or texts. If you receive these calls, hang up.W-2 ScamImposters are using phishing schemes to target the HR departments of businesses asking for W-2 or W-9 information. In these spear phishing schemes, the emails appear legitimate but they are designed to steal important financial documents. If you receive this email or text, don't respond.Child ID TheftFraudsters target children's data because they have clean, pristine credit profiles and they can use this data for a host of ID theft schemes, including tax related, medical, financial and even criminal. Parents need to be on high alert for child ID theft and should create a credit profile for their child and then freeze it.Medicare and Social Security ScamsMedicare and Social Security beneficiaries across the country report receiving calls from scam operators (frequently with foreign accents), who claim to represent Medicare, Social Security, or an insurance company.These callers claim that new Medicare, Social Security, or supplemental insurance benefits cards are being issued or that the beneficiary’s file must be updated. The scam artist asks the consumer to verify or provide their personal banking information, which the scammer then uses to commit ID theft.The Center for Medicare and Medicaid Services and the Social Security Administration will not call you to ask you to disclose personal or financial information.To combat tax fraud, consumers need to file early, take advantage of the PIN if they have been a victim of fraud, use long and strong passwords, enable two factor authentication, use legitimate tax preparers, store important tax docs on an encrypted thumb drive and never give out personal or financial info to someone who contacts you, even if the caller ID looks legit. “Better Off” is sponsored by Betterment. Tax Season Tips with Ed Slott

With tax season in full swing, it’s time for some much needed tax tips, dos and don’ts, and sage advice about IRAs and backdoor conversions. As crazy as this might sound, you may want to enjoy this tax year while it lasts, because come next year, it’s going to get a whole lot crazier with all the changes to the tax code. While almost all of the changes go into effect next tax season, one big change occurs this year. If you itemize deductions on Form 1040, Schedule A, the new law allows you to deduct qualified medical and dental expenses that exceed 7.5 percent of your adjusted gross income (AGI) – that’s a lower threshold than the previous 10 percent. (The level returns to 10 percent beginning January 1, 2019.) Medical care expenses is a big category and you should check out the IRS list, because it includes payments of fees to doctors, dentists, surgeons, chiropractors, psychiatrists, psychologists, and nontraditional medical practitioners, as well as insurance premiums you paid for policies that cover medical care or for a qualified long-term care insurance policy. With new withholding tables in effect, the amount may not be enough to cover a lot of taxpayers, especially those in high tax states who could lose certain deductions. To be safe, at least for the first year of the new law, you may want to assume that your tax liability will be at least the same as this year. To avoid a penalty, you can pay 100 percent of your income tax liability from 2017 or 110 percent if you earn more than $150,000. To get a better sense of your situation, be sure to check out the revised IRS withholding tax calculator on IRS.gov. And oh yeah, once again, due to a Washington DC holiday (Emancipation Day), the filing deadline is delayed. Worried Market Watchers: What (Not) To Do Next

Stock investors are coming off one of the rockiest stretches in two years, leading to the inevitable question: What should I do when the market drops? The answer for long-term investors is clear: nothing. Still, when you hear about big point and percentage losses, especially as the second longest bull market on record tempts some to call the market top, it’s hard not to feel butterflies. Although you may be tempted to sell, you do so at your own peril. Market timing requires you to make two precise decisions: when to sell and then when to buy back in, something that is nearly impossible. After all, even if you sell and manage to steer clear of the bear by staying in cash, you will not be able to reinvest dividends and fixed-income payments at the bottom and you are likely to miss the eventual market recovery. The best way to avoid falling into the trap of letting your emotions dictate your investment decisions is to remember that you are a long-term investor and you do not have all of your eggs in one basket. Try to adhere to a diversified portfolio strategy, based on your goals, risk tolerance and time horizon and do not be reactive to short-term market conditions, because over the long term, this strategy works. It’s not easy to do, but sometimes the best action is NO ACTION. If you are really freaked out about the movement in your portfolio, perhaps you came into this period with too much risk. If that’s the case, you may need to readjust your allocation. If you do make changes, be careful NOT to jump back into those riskier holdings after markets stabilize. And if you know that you need to access cash from your investments within the next year, perhaps for a house down payment, a car purchase or a tuition bill, that money should not be at risk at all, so go ahead and get it out of the market. “Better Off” is sponsored by Betterment. Universal Basic Income with Rutger Bregman and Roth IRA

Despite the fact that we are nearing the ninth year of a global economic recovery, poverty remains a problem. In the United States alone, recent numbers from the Census Bureau show the rate to be just under 13% with more than 40 million people considered to be living in poverty. Globally, more than 1.3 billion live in extreme poverty, meaning they subsist on less than $1.25 a day. While there are no easy fixes, there are a few ideas that have been tossed around. Some that have been tried and proven, at least on a small scale, like the concept of Universal Basic Income (UBI), something that has very much interested me over the last couple years. The basic concept revolves around the idea of all citizens of a country receiving a regular, livable and unconditional sum of money, from the government. You may think that this is a dressed up welfare program that will only encourage people not to work. On the contrary, dozens of successful basic income experiments around the globe have proven that the vast majority of us actually want to do something with our lives -- we just need the means to get on our feet. Check your negative knee-jerk reaction at the door and open yourself up to at least learning about UBI, which can be an investment that pays for itself. Bitcoin, Cryptocurrencies and Blockchain

Bitcoin, bitcoin, bitcoin. Since the end of 2017 and now into 2018 it’s been hard to avoid the mention of the now wildly popular cryptocurrency. From Cassandra's, who warn that the meteoric rise is a bubble (hello, Jamie Dimon!) to true believers, who think Bitcoin will go to $100,000, it seems that the rest of us better brush up on what’s behind the mania. My first Bitcoin story aired on CBS in 2011, but I certainly don’t consider myself an expert on all things crypto. Thankfully our guest today, Dan Roberts, senior writer at Yahoo Finance, is a total crypto geek and has been covering the wild ride from the beginning. We started by discussing Dan’s recent piece about the biggest misconceptions when it comes to bitcoin. (This is a great primer for any of you who have read headlines, but are now ready to peel back the first layer of the onion.) For instance, one of the great appeals of cryptocurrencies, for better or worse, has always been that it’s not traceable. Wrong! As Dan explains, it is very much traceable. I had no idea. And it all ties back to the blockchain technology that powers digital currencies. I also didn’t know that coinbase, the most common exchange used to buy cryptocurrencies, is FDIC insured up to a maximum of $250,000. Like brokerage accounts, the FDIC protect against the failure of the institution, not against trading losses. Additionally, while it might sound like the Wild West, but the world of cryptocurrencies is more regulated than you would think. Dan notes that legit Bitcoin brokerages are all licensed in some manner: either with Financial Crimes Enforcement Network (FinCEN), the New York Department of Financial Services (NYDFS) and all of the exchanges now offering bitcoin futures and options are overseen by the Commodity Futures Trading Commission (CFTC). Does that mean you should sell your stocks and plunge into cryptocurrencies? Eight Financial Resolutions for 2018

A colleague recently asked me how he might be able to finally stick to a budget. For years, he had tried to create and adhere to a specific annual spending plan, only to blow a hole through it at some point during the year. "What's wrong with me?" He said. "I know that I should do it, but there's always something that comes up." Let me be the first to admit that I am not a fan of budgets. In the same way that I think most crash diets lead to failure, the majority of budgets or new year's resolutions fall by the wayside within months of being made, as life interrupts our best intentions. Part of the reason is that we sometimes make the whole process more onerous than necessary. Budgeting should not be an end but rather the means by which we can accomplish our financial goals. Of course, that fact means that you need to start by establishing those goals. Here are my top five to help get you started in 2018, though you’ll have to listen for the details on each...and to hear the other three: Pay down consumer debtEstablish an emergency reserve fundMaximize retirement savingsFund an education planEstablish a general investment accountTechnology can be your friend as you address your New Year’s Resolutions. Rich People are Anxious...and What That Says About Society

Mom always said, ”money can’t buy happiness,” but it sure can make life easier. So it was with some skepticism that I invited this week’s guest Rachel Sherman, associate professor of sociology at the New School in New York City, on the show. Sherman’s recent book, Uneasy Street: The Anxieties of Affluence, explores what’s going on inside the heads of the one percent. I know, I know...who wants to hear unhappy, wealthy people whine about all their problems? Cue the sarcastic “Oh those poor things...” But Sherman wants to know why so many wealthy people have a hard time accepting the fact that they’re financially secure. To find out what it’s really like for people living on “easy street,” Rachel conducted interviews with fifty affluent New Yorkers, including hedge fund financiers and corporate lawyers, professors and artists, and stay-at-home mothers, to examine their lifestyle choices and their understanding of privilege. The findings were enlightening, and include the subjects wishing to be “normal,” describing their consumption as reasonable or comparing themselves to those who have more than they do, rather than those with less. They also want to see themselves as hard workers who give back and raise children with good values, and they avoid talking about money. The Road to Black Monday, the Worst Day in Wall Street History with Diana Henriques

Ask some Wall Street veterans where they were on October 19, 1987 and they will likely regale you with details of any crisis. My life changed that day in ways that often creep up on me. Indeed, Black Monday was the single worst day in Wall Street history, with the Dow Jones Industrial Average plunging by more than 22 percent in one session--that’s the equivalent of the blue chip index diving by more than 5,000 points today. It was a “First Class Catastrophe”, according to our first class guest and storyteller supreme, Diana Henriques, who dropped by the studio to help us retrace the events that led up to that day. Diana joined us on the podcast earlier this year when her book, The Wizard of Lies: Bernie Madoff and the Death of Trust, was made into an HBO movie. This time around Diana is joining us to discuss her latest book, A First-Class Catastrophe: The Road to Black Monday, the Worst Day in Wall Street History. As Diana recounts, Black Monday was more than seven years in the making and threatened nearly every U.S. financial institution. There were missed opportunities, market delusions, and destructive actions that stretched from the “silver crisis” of 1980 to turf battles in Washington and a rivalry between the New York Stock Exchange and the Chicago Mercantile Exchange. Here’s the crazy thing...you’d think that after Black Monday, lessons would be learned. But in her analysis, Henriques demonstrates how that Monday in the fall of 1987 was the predicate to the financial crisis of 2008. Sadly, investors, regulators, and bankers failed to heed the lessons of 1987, even as the same patterns resurfaced. This was a fascinating interview for me because I lived through this period. I had just started my career on Wall Street, as the chaos was unfolding. I watched firsthand as my father nearly lost his business. The Equifax Data Breach with Credit Expert John Ulzheimer

How many of you were impacted by the recent Equifax data breach? I was, Mark was, and considering 145.5 million other Americans were impacted, I’m going to guess that includes many of you too. Now that the news is out, heads have rolled (CEO Richard Smith has stepped down), Congressional hearings have taken place, where do things stand? More importantly, what should you do? Who should you trust? In times like these, there’s one go-to person: John Ulzheimer, the foremost authority on anything involving credit scores, credit reports, breaches, etc. John is so good that we did this interview on the phone! Formerly of FICO, Equifax and Credit.com, John is the only recognized credit expert who actually comes from the credit industry. He has served as a credit expert witness in more than 270 cases and has been qualified to testify in both Federal and State court on the topic of consumer credit. We’re going to get into all the dos and don’ts with John, but so you also have the vitals to reference, here are the main takeaways:Contact one (under Federal law, each is obligated to notify the other two) of the three credit bureaus Equifax (800-766-0008), Experian (888-397-3742) and TransUnion (800-680-7289) to put a free fraud alert on your credit report. You should also contact a fourth, lesser known company Innovis. The alert makes it harder for an identity thief to open more accounts in your name, but experts note that alerts usually just slow down the process of criminals opening accounts in your name, they don’t prevent it.If someone has used your information to make purchases or open accounts, file a complaint with the Federal Trade Commission and print your Identity Theft Affidavit. Use that to file a police report and create your Identity Theft Report.Place a credit-freeze on your credit file, which generally stops all access to your credit report. Unfortunately, you need to contact all the companies to freeze your file. Here are the links: Equifax; Experian; TransUnion and Innovis. Important note about a freeze: If you need to access credit, you have to unfreeze your records, which can take a few days. Some states charge a fee for placing or removing a credit freeze, but it’s free to place or remove a fraud alert.I’m not trying to freak you out or make you even more paranoid, but the reality of the situation is not if your information will be compromised, but when.
