Hines completes more than forty-one years of service to the people of Hanover County, including the past sixteen as Sheriff, he leaves behind an enduring legacy of leadership, professionalism and selfless dedication. It is this lasting legacy of Sheriff Hines which has earned him the honor of being named the recipient of The Jan McTernan Legacy Award. Jan McTernan served our nation as a United States Marine and then as a police officer with the City of Richmond. Jan retired as a Lieutenant after decades of service including assignments in the Major Crimes and Homicide divisions. Her son Richard followed in her footsteps as a Marine and Richmond Police Department officer where he served as an Acting Sergeant at the RPD Training Academy. Lieutenant McTernan’s tireless devotion to duty and those under her command have made her a legendary figure and she is credited with helping to grow generations of “her officers” into world class professionals and true leaders. For almost ten years Hanover County resident Jeff Katz, a former police officer himself, has saluted law enforcement officers in Central Virginia for exceptional performance with his monthly Blue Friday Award. In an effort to highlight retiring law enforcement leaders who have established a lasting legacy akin to Lieutenant McTernan’s, he helped to establish The Jan McTernan Legacy Award. LTC Greg Six and Mr. Katz presented Sheriff Hines with the crystal trophy recognizing him as only the second ever recipient of The Jan McTernan Legacy Award on February 17, 2026. Thanks again Sheriff Hines for your continued service to our community.
