Germany is rearming, and it's making some of its European allies a little uncomfortable. No one believes a militarily powerful Germany would be bent on conquest. Liana Fix teaches at Georgetown University. She is a senior fellow for Europe at the Council on Foreign Relations, whose official publication is Foreign Affairs.
