Chris Penk: Building and Construction Minister on the Government's overhaul impacting quake-prone buildings

A shake-up to the quake-prone building standards could be a reprieve for iconic properties facing large retrofit bills. The Government's loosening the regime to only capture buildings genuinely posing a risk to life in medium and high seismic risk zones.  It'll mean only 80 will need full retrofits and 15,000 will still need some remediation.  Building and Construction Minister Chris Penk says there'll be a lot of places now off the hook for having expensive work. Australian telco giant Optus  is investigating another network outage that led to nine failed triple-0 calls on the NSW south coast. Optus has issued a statement saying the problem stemmed from a mobile phone tower site in Dapto. It affected calls between 3am and 12:20pm on Sunday, including calls to the triple-0 network. Chris Finlayson: former Treaty Negotiations Minister on the Government's plan to remove tikanga from court rulings

The Government's open to legislating to over-rule court decisions on incorporating tikanga Māori. That's from the Prime Minister - echoing comments last week from his Justice Minister.  Paul Goldsmith claimed at a Law Association meeting that including concepts of Māori customs and values in law could cost the country investment. Former Treaty Negotiations Minister Chris Finlayson says the Law Commission had been doing a substantial amount of work on tikanga. "I would have thought that what the Crown should be doing is taking a good look at that report and trying to provide some definition of where and when tikanga would apply. So there's no point in just having a sort of group lamentation about it, it's within the ability of Parliament to knuckle down and do something about it." Perspective with Ryan Bridge: Aren't children allowed their own political views?

So the teacher's union is warning about a rising tide of extremism in our schools. I've read the story - what's the actual problem? That's what I'm trying to figure out here today. Apparently, some kids say they're 'Trump Boys' - i.e. like a majority of Americans, a few kids here support the Republican party or MAGA movement. The other problem apparently is some school girls saying they want to be trad-wives, or traditional wives - to have children and stay at home to raise them. Now, that's about as much detail as I could get from this particular story. And the moral of this was - the Government needs to take action on this, according to the unions. Here's the problem - children are allowed to have political views and societal views of their own and teachers are not there to police politics. Your job is apolitical, and we need to encourage critical thinking, not legislate against it. There will be people who read that story and think: here we go again with the brainwashing thing. Your job is education, not indoctrination. The reality is, not all girls will go on to be Reserve Bank Governors and not all boys will grow up to Reserve Bank Governors, either. Not all boys will grow up to marry women… hello!  Everyone's different, that's my point. But you can’t embrace kids changing genders with gay abandon then demand state intervention when a girl says she wants to get married and have kids. I'm no conservative. Far from it. But I do hear a lot from parents who've lost faith in the education system, or at least some teachers within it. If a girl wants to grow up to be a mum, is that radical? Or is that her choice? And if a kid wants to support Donald Trump, is that radical, or is that a choice? Should they be branded an extremist for holding those views, or should those views be used as a springboard for a healthy debate about society? Could this not be an opportunity to introduce and encourage critical thinking in young people? Obviously, if there are specific misogynistic comments being made, then they should be dealt with through a disciplinary process. But the problem with today's story is that they don't appear to be any examples of that actually happening. A new survey has revealed a significant number of Kiwis want the Government to prepare for catastrophic events that could bring about the end of the world. New University of Otago research shows two-thirds of respondents believe the Government should draft action plans for threats such as a nuclear war, bioweapons or mass famine and supply chain collapse. Professor Nick Wilson, senior researcher at the Faculty of Medicine’s Department of Public Health, says New Zealand's well-placed to weather out a nuclear winter - but there's plenty the nation's not prepared for. "Although we're a great producer of food, all that food production relies on diesel, which is imported. There's growing push-back on the idea that children should be censored at school, as extremism spreads. PPTA members are seeing misogyny spread through the classroom, and they're putting it down to a 'toxic online culture of masculinity'. The union wants to make addressing online extremism an official policy, and is calling for Government action. Free Speech Union CEO Jillaine Heather says it's hard to stop children picking up new ideas different to their parents' views. "What you want to do, if you disagree with those ideas, is engage with them. Engage in counter-speech, dismantle the ideas, test them, get them to bring their receipts. Fonterra's CEO says cheaper butter prices could be on the horizon.  The dairy co-op's announced a 13 percent rise in annual operating profit and a record-high final milk payout of $10.16 per kg. Mike van de Elzen: chef and host of Eat Well for Less on the number of Kiwis cutting back on fruit and veg due to cost of living

Half of New Zealanders are cutting back on fruit and vegetables as the cost of living rises.  A Ministry of Social Development report reveals nearly two in five Kiwis report an inadequate income, with 48 percent cutting back on produce to save money in 2023 - more than double since 2018. Perspective with Ryan Bridge: Can Anna Breman turn the economy around?

The Swedes do central banking a little different to us, and I reckon it's good news we've got a Swede in charge. Riksbank - their RBNZ equivalent - is really big on this thing called transparency. There's three things to know - this is stuff they do that we don't, currently. 1. They rank amongst best performing on openness and honesty in the world.2. They publish an actual forward forecast for the OCR - we don't.3. They publish alternative scenarios and minutes. In the minutes, you get to see which of these guys voted which way and their justifications for dong so. Currently, we don't even get to know which way the committee members voted, let alone why. And remember, the Fed in the US and the Bank of England do - as does Riksbank. So here's hoping the Swede in charge will help shake things up and that changes will be made and sunlight will be shone. A new dawn, perhaps, for 2 The Terrace, after a dark and cloudy rollercoaster ride of terror under Adrian Orr. Her name is Anna Breman and her CV reads as you'd expect - current 2IC of Riksbank in her home country. And she's held academic jobs and been the Chief Economist at a retail bank. She's moving here with the family. Which is nice - but I don't know how NZ First will feel about us importing another migrant for a Kiwi job. The reality is, most of the heavy lifting will - hopefully - have been done by the time she sits down for her first briefing on December 1st. We've got two more reviews under Hawkesby in October and November. Then he's gone. Not just from the top job, but the bank entirely. And then they shut up shop for Christmas till February. Let's hope as she enjoys what I'm sure will be a welcome sunny Kiwi summer, she brings a bit of that sunshine - the best disinfectant in town - to 2, The Terrace. Brad Olsen: Infometrics Principal Economist on Treasury issuing a warning about New Zealand's public finances

Treasury has raised the alarm over the state of New Zealand's public finances as part of its long-term fiscal forecast. Record levels of Government spending, increasing health costs and an ever-growing aging population are among the concerns set to create additional fiscal pressures for the country, according to new reports. Treasury warned Net Core Crown Debt is set to hit 200 percent of GDP by 2065. Infometrics Principal Economist Brad Olsen says some of these concerns were flagged as early as 2021 - and we need to start thinking about solutions. Scott Simpson: Commerce and Consumer Affairs Minister on the open letter urging Govt to rethink surcharge ban

The Commerce and Consumer Affairs Minister is not sharing the same fears as retailers over the surcharge ban. Scott Simpson says the legislation banning surcharges like PayWave is before the Select Committee and will be in place by next year.  36 business associations have written a letter warning the ban could be passed on through increased prices. Simpson says a lot of businesses don't use surcharges - so won't be impacted or need to raise prices. "The ones that choose to add that pricing in will be actually competitively constrained in the marketplace by those businesses that choose not to do so." Megan Dimozantos: Federated Mountain Clubs president on DoC trialling paid parking at Aoraki/Mount Cook

Visitors will have to pay $5 an hour to park at Aoraki/Mt Cook as part of a parking trial set to be carried out this summer. Fees will include a day rate of $25 and $60 for an annual pass for regular users, which applies to anyone living outside the Mackenzie District - while residents will pay $10 per year. Federated Mountain Clubs president Megan Dimozantos has voiced disappointment with the idea that Kiwis have to pay the same rates as international visitors. Shane Henderson: Auckland Councillor on the housing density plan set to go ahead following council debate

A new housing density plan is going ahead following a heated Auckland Council debate. The plan which allows more housing near transport hubs and fewer in natural hazard zones, has passed with 18 in support and 5 opposed. It will remove 27 percent of Special Character Areas. Councillor Shane Henderson says the plan now goes out for public consultation.  "It's time for people to feedback in and say - look, we might have gotten this or that area wrong, or make some adjustments to people's neighbourhoods and things like that. It's really important that we allow people to have their say."  Housing and RMA Reform Minister Chris Bishop has welcomed the decision. Dr Kerryn Symons: Roche New Zealand Country Medical Director on the latest Pharmac funding proposal

It's hoped Pharmac's latest funding proposal will save hospitals and patients valuable time. It's looking at funding five new medicines - for breast cancer, multiple sclerosis, eye conditions, and lung cancer. The proposal includes a new under the skin injection treatment, which could replace some IV infusions. Roche New Zealand Country Medical Director Dr Kerryn Symons says the injection takes just a few minutes, when infusions usually take several hours.
