South Korean President Moon Jae-in travels to Washington to coordinate with President Trump on policy toward North Korea after the unsuccessful Hanoi Summit. Seoul had hoped a U.S.-North Korean agreement would lead to relaxation of some sanctions and enable inter-Korean economic projects. There was no agreement in Hanoi and U.S. policy on sanctions since has been, at best, inconsistent.
