25-year-old Yusong Zhou from Portland, Oregon, faces charges in Pennsylvania for allegedly causing a multi-vehicle crash over an unpaid $500 towing bill. After picking up his vehicle from C&S Towing without paying, Zhou led a tow employee on a chase, ultimately crashing into the employees car and causing a chain reaction. Two victims were injured, and their cars were severely damaged. Zhou was later arrested in Oregon following a traffic stop.
