美國前總統川普於 13 日宣布簽署對等關稅計畫備忘錄，準商務部長盧特尼克透露，相關規劃將於 4 月 1 日提交川普審核，若獲批准，最快 4 月 2 日正式實施。此外，川普不僅預告即將推出汽車關稅，還再次提及對晶片加徵關稅，並點名台灣，指控其「搶走美國晶片生意」，台積電恐成最大受害者。
