隨著美國聯邦政府持續關門，包括SNAP食物券計畫，以及低收入戶能源補助計畫，都陷入停滯狀態。這當中，全美有590萬個家庭，都是靠能源補助計畫，去支付冷暖氣費用，面對日益寒冷的11月，危機可說迫在眉睫。然而，現在白宮方面和民主黨國會議員們，依舊僵持不下。再這樣下去，聯邦政府關門天數，恐怕又要刷新紀錄。
