美國商務部長盧特尼克，28號接受專訪時談到，台美關稅談判的進展。但說法和半個月前相比，幾乎還是複製貼上。除此之外，盧特尼克甚至說，要讓台美的晶片製造比例五五拆，才能降低風險，也能讓台灣發生危機時，美國更有能力保護台灣。而這種說法儼然成為，要台灣交出晶片作為保護費。
