美中經貿高層會談，14日在西班牙登場，雙方在會前，就已經先展開一波攻防。美國政府，以國家安全為由，將23家中國企業，列入出口管制實體清單。作為回應，中國則展開，美方模擬晶片的反制調查。雖然分析師指出，雙方仍在努力尋求共識，但在一些議題上的分歧，使得美中元首峰會，可能性降低，預估雙方將在，APEC期間進行低調會晤。
