面對台海局勢日益緊繃，國安會將於16日，發行新版「民防安全手冊」，首次明確指引民眾，遇到敵軍入侵時的應對方式。同一時間，陸委會主委邱垂正，在訪問美國期間，向國會議員及智庫，報告中國可能對台動武的威脅。而在中國一向阻止台灣，與任何國家，建立外交往來下，外交部長林佳龍，與中國外長王毅，雙雙都在進行訪歐行程，也讓外界認為時機，格外敏感。
