以色列發動「火焰之巔」行動攻擊卡達，引發國際譁然。不過，國際分析師指出，卡達雖然表面上，經常扮演著斡旋國際衝突的角色，甚至也是以哈人質交換的談判中，最關鍵的國家之一，但卻經常透過，暗中贊助恐怖組織來取得國際影響力，因此，以國攻擊，也有可能是為警告，卡達繼續進行兩面操作的遊戲，會有嚴重後果。
