南韓憲法法院曾裁定，「向北韓空飄傳單」屬於言論自由。現任總統李在明於6月4日就職後，不僅停止對北韓的心戰廣播，還強烈呼籲脫北者及反共人士，別在兩韓邊境散布反北傳單。外界認為，此舉是李在明有意緩和與北韓關係；然而，長期投入「反北」行動的民眾對此態度頗感不滿。
