川普第一任總統任期期間，對中國發起的貿易戰政策，導致大批的美國廠商，將製造工廠移至越南，讓越南對美國的出口量。這也使得川普政府在4月時，下令對越南施加46%的對等關稅。如今，距離談判截止日期，只剩不到一個月的時間，河內美國商會也急忙呼籲美國政府，不要下手這麼重。
