川普政府對多國實施的關稅措施，曾遭美國聯邦貿易法院阻擋；雖然聯邦上訴法院已暫時凍結該裁決，但美方談判籌碼仍受削弱。此外，川普延後執行對等關稅的90天期限將於7月屆滿。美國商務部長盧特尼克在接受訪問時強調，關稅措施不會撤銷；川普顧問也堅稱，即使面臨法律挑戰，必要時行政部門將另尋途徑，確保政策得以落實。
