中國近年被爆出在古巴大量設立監聽站，距離美國佛羅里達州僅約150多公里。華府智庫最新衛星影像顯示，這些設施仍在擴建，甚至疑似新增「環形天線陣列」，最遠可鎖定1萬2800公里外的無線電信號，將美國關鍵軍事設施，甚至首都華盛頓都納入監控範圍。
