印度控制的克什米爾4月22日傳出恐怖攻擊事件，造成至少26人死亡。印度明指巴基斯坦支持恐怖主義，並聲稱將「不計代價」緝凶；巴方則否認指控，強調若遭攻擊將「強烈回應」，並且不排除動用核武。兩國都是擁核國家且核武庫存相當，升高局勢不確定性。巴國更指出印度或將在36小時內發動軍事行動，美方緊急介入斡旋，力求防止衝突全面升級。
