美國與烏克蘭在歷經數月談判後，終於於4月30日正式簽署「礦產經濟夥伴協議」。協議內容指出雙方將共同設立重建投資基金，美方取得烏克蘭資源開發的優先權，同時烏方則保有對能源主權的最終控制權。儘管協議未涵蓋軍事安全條款，但美方強調這是展現長期支持烏克蘭重建的具體行動，並對俄軍勢力釋出明確訊號。
