烏克蘭在17日才宣布，與美國已經簽署礦產協議的備忘錄，卻突然傳出，美國有可能，放棄調停烏俄停火。美國總統川普警告，如果在接下來幾天內，烏俄雙方沒有在和平協議上取得進展，那麼他可能就要『放手』了。有歐洲外交消息人士稱，這樣的行為，反映出川普對烏俄雙方在解決衝突問題上，不肯退讓的態度，越來越不滿。
