美俄關係在美國總統川普上任後迅速升溫。繼兩國外長18日在沙烏地阿拉伯舉行會談後，27日，美俄外交高層再次於美國駐伊斯坦堡大使館會面，重點討論雙邊關係正常化的進展。俄羅斯總統普丁對川普政府的務實態度表示肯定，但同時指責部分西方政治精英試圖操弄輿論，破壞美俄關係，為世界製造更多紛爭。
