波羅的海近期發生多起海底電纜遭破壞事件，引發國際高度關注，特別是歐洲國家對區域安全的憂慮升溫。去年12月，芬蘭當局扣押俄羅斯「影子艦隊」油輪，並研判該船蓄意拋錨破壞芬蘭與愛沙尼亞間的電纜，導致電力傳輸中斷。而更早之前，中國貨輪亦曾毀損波羅的海的天然氣管道與光纖電纜。這一連串事件讓外界擔憂，俄中是否正聯手針對關鍵基礎設施展開攻勢，進一步衝擊歐洲能源與通訊安全。
