中國外交部發言人郭家昆，在19日的例行記者會上，毫不避諱地批評了越南政府，在南沙群島的柏礁進行填海造陸的行徑，再度引起越中兩國的南海主權爭議。不過，雖然兩國在海上關係緊張，越南國會依然通過了耗資80億美金，連接越中兩國的新鐵路計畫。
