聯合國安理會將於18日召開會議，中方認為這可能是中國外長王毅與美國國務卿盧比歐會面的絕佳機會。然而，兩人近日才剛進行熱線通話。根據中方發布的新聞稿，王毅在通話中對盧比歐表示：「希望你好自為之。」對此，盧比歐回應稱，當時透過翻譯並未聽到任何過分的話，並指責中方「事後耍花招」。
