美國與日本，在七月底宣布達成新貿易協議後，遲遲無法簽字，主要原因，便是因為日本要求，美國履行承諾，將各類商品關稅，一律降至15%。而在4日，美國總統川普，終於簽署行政命令，確保幾乎所有日本商品，都適用齊頭式的15%關稅。作為交換，日本承諾擴大購買美國車、農產品等商品，並加大對美投資。另一方面，金融時報也在近日報導，台灣副秘書長徐斯儉，曾在上周，赴往阿拉斯加，與美國國防部高層進行密談。
