美國聯邦上訴法院做出判決，判定總統川普關稅政策，絕大部分都屬違法，指出川普為了課徵關稅，所援引的「國際緊急經濟權力法」，並沒有賦予總統可以用行政命令，來對他國施加關稅的權力。不過聯邦法院給出了寬限期，讓關稅效力可維持到10月14日。這恐怕也會影響到美國與其他國家的貿易協議或談判。
