Scammers impersonating Pacific Gas and Electric are wreaking havoc in California, with nearly 24,000 reports last year and over $300,000 stolen. Victims lost an average of $590, with threats to cut power and door-to-door checks being common tactics. Small businesses were also targeted, and Fresno was the hardest hit.
