Two Tulare police officers, Adan Barragan and Daniel Bradley, have been reinstated to the department following a four point five million dollar settlement with Joel Villegass family. Despite family and attorneys claims of bias, the arbitration process ruled in favor of the officers, who were placed on paid leave after the fatal shooting of Villegas, a father of seven, in April 2023. The officers certifications were briefly suspended but were later reinstated. The state Department of Justice is still investigating the case, and the officers are not yet back on duty.
